Where is the Valorant custom cheat setting? I made a private lobby but I don't see anything once the match loads.

Did I miss a setting or is it hidden somewhere?

You need to enable Allow Cheats in the custom lobby before starting the match.

I started the game already. Is there a way to switch it on now?

Usually you need to return to the lobby and start a new custom match with the option enabled first.

If the menu still does not show, check whether the selected mode supports the option. Old guides can also show outdated menus.
